Gross wages of janitors working in an apartment complex located in Nowon County in Seoul have not increased over 5 years, as unpaid rest hours increased to 8 hours from 6 hours a day to control the gross wages. However, they get to stay at the workplace for 24 hours on their duty day. In recent, the residents' council of the apartment complex introduced a parking management automated system and reduced the number of janitors by half from 48 to 24.

Janitors working in another apartment complex in Gangseo County in Seoul work 24 hours a day, but only 13 hours were recognized as actual working hours to be paid and 11 hours are unpaid rest hours. As a result, their working hours barely reach 180 hours a month and their wages are less than the minimum wage

As the minimum wage for 2018 increased to 7,530 won, the residents in apartment complexes lay off janitors to reduce the labor costs. There are cases that rest hours were adjusted in order to reduce the paid working hours.

According to the Statistics Korea, there were 115,997 apartment units across the country in 2014. Considering the labor force ratio of 1.5 janitors per an apartment unit, it is estimated that approximately 174,000 janitors are working in the apartment complexes nationwide and some 30,000 janitors in Seoul alone.

A survey of 5,310 janitors in Seoul during the period of November 2 to 10 was conducted jointly by labor welfare centers and trade unions in Seoul to examine the redundancy situation of janitors with a method of face to face interviews.

According to the survey, 139 janitors(2.6%) responded that the redundancy is decided and expected either by this year or early next year. 2.196 janitors(41.3%) responded that there will be no redundancy, while 2,418 janitors(46%) responded that no decision is yet made. The survey predicted that about 5.9 percent of janitors will be laid off, reaching 1,770 janitors in Seoul and 10,266 janitors nationwide.
