The Cabinet meeting of Moon Jae-in administration on Jun.5 deliberated and approved the amendment to the Minimum Wage Act which the National Assembly had passed to drastically expand the inclusion scope of the minimum wage components. As a result, from Jan. 1 next year, the minimum wage will include the amount of bonuses which exceed 25 percent to the minimum wage and the amount of welfare benefits which exceed 7 percent to the minimum wage. The rates will be lowered on a gradual basis annually to zero percent by 2024 which means that all bonuses and welfare benefits will be included into the minimum wage.

The Federation of Korean Trade Unions(FKTU) and Korean Confederation of Trade Unions(KCTU) staged sit-in protests and demanded President Moon to veto the amendment to the Minimum Wage Act in front of the Blue House. After the decision by the Cabinet meeting on Jun. 5, FKTU denounced the government, saying that "The Minimum Wage Act is dead and the hopes of workers were shattered."

Workers' members to the Minimum Wage Council reportedly agreed not to participate in a plenary meeting slated for on Jun. 14. Instead, all nine workers' members including representatives from FKTU and KCTU are planning to hold a press briefing in front of the Constitutional Court to file a constitutional appeal to the amendment to the Minimum Wage Act.
