Heath and medical workers of the national university hospitals across the country called for the "completion of the regularization of indirectly hired contingent workers within this year."

According to the Korean Health and Medical Workers' Union(KHMU) on December 10, its labor union locals of 7 national university hospitals like Seoul National University Dental Hospital, Pusan National University Hospital, Pusan National University Dental Hospital, Gyeongsang National University Hospital, Chungnam National University Hospital, Chonnam National University Hospital, and Chonbuk National University Hospital held press briefings simultaneously on the same day. While arguing that "according to the guideline for the regularization of contingent workers in the public sector announced by the government on July 20, 2017, contingent workers working in the national university hospitals were identified as the priority target group to be converted into regular workers, and the procedures were supposed to be completed around the time before the contracts between the hospitals and private firms expire," they criticized that "the national university hospitals, however, kept on postponing the procedures without complying with the government policy."

The number of contingent workers indirectly hired in the 7 national university hospitals reaches 2,089 in total as follows: 600 at the Chonnam National University Hospital, 487 at the Pusan National University Hospital, 385 at the Gyeongsang National University Hospital, 293 at the Chonbuk National University Hospital, 254 at the Chungnam National University Hospital, 54 at the Seoul National University Dental Hospital, and 16 at the Pusan National University Dental Hospital. These contingent workers are agency or subcontract workers, though they are engaged in permanent and continuous works which are directly or indirectly related to the tasks dealing with the patients' life and safety.

However, even though the contract expiration date with private firms is drawing near(it is December 31), national university hospitals do not take any action for contingent workers' conversion into regular workers. In the case of the Chonnam National University Hospital, the hospital did not make a proposal to form a labor-management-experts consultation council until late last month. The Pusan National University Hospital has only recently set a policy to seek a consulting to decide the method converting contingent workers into regular workers such as through the direct employment or the establishment of a subsidiary.

Unionized hospital workers in the press briefings warned that "if national university hospitals refuse or delay negotiations demanded by labor unions for the completion of the regularization of contingent workers within this year, we will carry out nationwide campaigns to inform the public about the inhumane manpower management, human rights violation and suppression on labor union activities against agency and subcontract workers in the national university hospitals, and we will commence a sit-in struggle in front of the Blue House." The Gwangju-Jeonnam Region Chapter of the Korean Health and Medical Workers' Union(KHMU) which unionized contingent workers in the Chonnam National University Hospital plans to go on a strike from December 17.
