 Cho Jeong-hwan, a subcontract worker to the Hyundai Steel said that "whenever we ask (our) company to change and improve the dangerous worksites, nothing follows up save the same repeated reply that they will talk with the primary contractor (on the matter). The primary contractor does not respond to our complaints, citing the costs implied. After all, the costs are paid by the life worth of contingent workers. We need bring changes to the world which is run by the life worth of contingent workers."

 

Many contingent workers testified that "without any distinction whether it is a public institution or a private entity, we cannot bring any changes to the dangerous worksites under the subcontracting system. They were appealing that they do not have ability to move the primary contractors which have the authority to improve the facilities and equipments.

 

'A delegation of 100 contingent workers' representatives' held a press briefing on December 18 to call on President Moon Jae-in for a talk in front of the Sejong Center for the Performing Arts in downtown Seoul. They said that "even now, contingent workers are risking their lives in front of the conveyor belts at the power-generation plants, under the manholes, on the docks of the shipyards, and between the materials at the construction sites," and asked "how long we should stand their life to arrange the items left behind by the deceased co-workers and feel relieved every day that 'I am still alive'."

 

Shin Dae-won, the head of the Korea Power & Engineering Service(KEPS) labor union said that "we have kept on asking the primary contractor to improve the safety matters, but it was no use." "The primary contractor is a wall standing before us (blocking the improvements), as it has the authority to manage, monitor and approve the matters related to all facilities." Shin said that "nothing changes, if the primary contractor does not heed to our demands." "I am awfully sorry about the death of the late Kim Yong-gyun." The late Kim Yong-gyun is a young subcontract worker who died of an accident that he got himself stuck by the conveyor belts on his night-duty alone at the Taean Thermal Power Plant on December 11.

 

Kim Dong-seong, a subcontract electrician to a shipbuilding company said that "a young worker's horrific death at a thermal power plant does not seem to be the accident of others." He testified that "the same serious industrial accidents occur in the shipyards every year, and it is not unusual if tomorrow we might hear about the death of another subcontractor." " We have to stop the continuing death of subcontract workers and I would like to ask President Moon if our society is a society that puts the safety first."

 

Cha Heon-ho, the head of the Asahi Glass labor union stressed that "the death of contingent workers is not an isolated matter to the Taean Thermal Power Plant," and "even if the matter of the Taean Thermal Power Plant were resolved, the death of contingent workers will not disappear." With the safety measures for the thermal power plants that the government came up with, another deaths (in other industries) cannot be prevented from happening.

 

The delegation of 100 representatives of the contingent workers shouted in unison that "I am Kim Yong-gyun." Kim Seung-hyun, a KTX attendant hired by a subsidiary to the Korea Railroad(Korail), said that "regular workers hired by a subsidary are all the same with contingent workers, except the change in its expression." "Even though the primary contractors have all the authority, they turn a deaf ear to the matters at an important moment."

 

Hong Jong-pyo, a subcontract worker to the Korea Gas said that "a fatal accident at the Guui subway station two years ago and the accident this time at the Taean Thermal Power Plant were caused mainly by the staffing shortage." "A task that was done by four workers is now carried out by three workers, citing the 52-hour workweek system." "They do not recruit additional staff for the positions vacated by the retired workers, for the reason that they are currently discussing the regularization of contingent workers." "It strengthens the intensity of workload and raises the dangers at the worksites."

 

The 100-member delegation called on President Moon Jae-in to "have a talk face to face". They plan to organize a march toward the Blue House, starting from the Seoul Regional Office of the Ministry of Employment and Labor on December 21 and stage a sit-in there. A memorial ceremony will be held on the following day.
