The Gwangju metropolitan government and Hyundai Motor finally reached a provisional investment agreement in relation to the establishment of a joint-venture finished car company in the city of Gwangju for the Gwangju model job creation. However, labor unions in Hyundai Motor and Kia Motors strongly reacted against the agreement, warning a walkout led by labor union officers and rank-and-file delegates on January 31.

The Gwangju metropolitan government held a multi-party consultation council consisting of the members representing the city government, labor, management and the citizens on January 30 at Gwangju City Hall and the council came to a decision for the passage of a provisional investment agreement reached between the Gwangju metropolitan government and Hyundai Motor. The signing ceremony for the investment will be held on January 31 at Gwangju City Hall.

Previously, the Gwangju metropolitan government and Hyundai Motor had reached a provisional investment agreement on December 4 last year, but they failed to reach a final agreement due to the conflicting interests regarding the clause of a win-win consultation council in the draft. The further negotiations for the investment had been suspended until the Gwangju metropolitan government appointed former Gwangju City vice-mayor Park Byung-gyu as a special advisor to the mayor in charge of the social solidarity and jobs on January 15. Negotiations for the investment agreement have recently gained momentum and they succeeded in reaching a provisional agreement.

It is reported that the controversial clause regarding the win-win consultation council remains intact in the provisional agreement, but a new clause was added that the clause is not related to the collective agreement.

Four main items in the negotiations were the level of adequate wages and working hours, responsible management by labor and management(transparent management) and the improvement of subcontracting system. It is reported that the annual wage is set at 35 million won(US$31,500) with 44 working hours per week, but the transparent management and the improvement of subcontracting system are below the level demanded by the labor circle in the region.

The Korean Metal Workers’ Union(KMWU) plans to hold a rally in front of Gwangju City Hall on January 31 in protest of the investment agreement to be signed by the Gwanju metropolitan government and Hyundai Motor.
